Who We Are

Our name is rooted in family lineage. Brown & Gandy honors generations of strength, public service, and community building. We bring over ten years of cross-sector expertise helping organizations navigate complex legislative and regulatory landscapes on the federal, state, and local level. We partner with government agencies, nonprofit organizations, trade associations, and the private sector to deliver strategic insights, stakeholder engagement, and results-driven solutions.

Our Principal’s experience includes collaborating with government agencies, nonprofits, trade associations, and the private sector strategizing on policy objectives, successfully lobbying at the federal, state and local level, and developing strong relationships with policymakers, interest groups, and stakeholders.

He previously worked with a D.C. based government contractor providing the California Public Utilities Commission (CPUC) with strategic legislative and regulatory insight for compliance matters at the federal and state level impacting the agencies’ California Connect- Deaf & Disabled Telecommunications Program. He helped secure and extend sunset legislation for $100 million dollars in annual telephone surcharge revenue for the program.

Leonard worked as a State Legislative Representative with the United Food & Commercial Workers International Union (UFCW) managing the eastern region of states and representing the UFCW on legislative, regulatory, and legal matters. He successfully lobbied for hazard pay, COVID-19 protections, cannabis legalization, and SNAP eligibility on behalf of union members.

He has also worked with Share Our Strength (No Kid Hungry) where he helped pass Summer EBT legislation in New York and Maryland, the National Pest Management Association, OneMain Financial, Envision Healthcare, the Tennessee General Assembly, Tennessee Legislation Service, and the Congressional Black Caucus Foundation.

Leonard is a graduate of Middle Tennessee State University where he majored in Political Science (B.S.) with a minor in Philosophy. He enjoys spending time with family, tennis, soul music, art, and volunteering.
